Organized, transnational crime has become arguably the most important security threat to democratic governance in Latin America. As corruption and violence spread, citizens become more and more willing to accept a tough-on-crime authoritarian leader. While some Latin American democracies have effectively contained threats from the military, insurgents, and oligopolists, there has yet to be a case of a state truly defeating organized crime. What are the unique challenges that organized crime presents, and why do these democracies lack a blueprint for effectively combating it?
