Join us on March 4\, as Farah Pandith from the Council on Foreign Relations dives into new ways to counter extremism. In her new book\, How We Win\, Pandith presents strategies and methods to combat extremism by mobilizing leaders\, diplomats\, and global youth. \nFarah Pandith is an Adjunct Senior Fellow with the Council on Foreign Relations. Pandith was a political appointee in the George H.W. Bush\, George W. Bush\, and Barack Obama Administrations and previously served on the secretary of homeland security’s homeland security advisory council. DESCRIPTION:The 2019-2020 Foreign Policy Forum series is presented by Hitachi Healthcare Americas. \nThursday May 7\, 2020 from 4:00-5:00 PM \nJoin CCWA as we host a virtual Foreign Policy Forum on the impact of COVID-19 in conflict zones. Jarrett Blanc\, from the Carnegie Endowment for International Peace\, will discuss the realities of coronavirus in conflict-affected nations\, where there are high levels of displacement and low levels of state capacity. Both states and nonstate actors are using new opportunities  created by the pandemic to advance their own\, pre-existing political goals. How has the United States reacted to the coronavirus in Iraq and Afghanistan? How will actions abroad during the pandemic impact the spread of extremism or progress in peace processes in post-conflict states? \n \nJarrett Blanc is a senior fellow in the Geoeconomics and Strategy Program at the Carnegie Endowment for International Peace. Under President Obama\, Blanc was the deputy lead coordinator and State Department coordinator for Iran nuclear implementation at the U.S. Department of State. DESCRIPTION:The challenges facing contemporary democracies are unprecedented. The rise of foreign interference in the spread of disinformation\, the fragility of cybersecurity\, and questions of electoral integrity have recently forced us to reevaluate our conception of national security. And that was before the COVID-19 pandemic swept the globe. \nWith less than 100 days to the 2020 general election – and with the coronavirus pandemic showing no signs of abating – there are renewed concerns about the safety\, integrity\, and security of American electoral processes and structures. Intelligence officials continue to warn that foreign actors – especially Russia\, China and Iran – are trying to disrupt this year’s voting with disinformation and attempted cyberattacks. \nChief among their concerns are the fragility of online state voter registration systems\, which were among the main targets of Russian hackers in 2016. In addition\, many states are experimenting with expanded online voting and mail-in ballots. These options\, while likely effective in preventing the spread of COVID-19\, rely\, to some extent\, on technologies that can be targeted by hackers or nation states to manipulate election results. \nHow is America preparing to handle potential foreign interference in the 2020 election? DESCRIPTION:The 2020-2021 Foreign Policy Forum series is presented by Hitachi Healthcare Americas. \nWednesday September 23\, 2020 from 6:00-7:15 PM \nJoin CCWA for our first Foreign Policy Forum of the 2020-2021 season as we host a virtual conversation on global health and the COVID-19 pandemic with Thomas Bollyky. Mr. Bollyky is at the Council on Foreign Relations\, where he serves as director of the global health program and senior fellow for global health. He will discuss advancements in health and urbanization over the past century and the ways in which the world has been made more vulnerable over time to emerging pathogens and plagues\, like COVID-19. After a brief look at the past\, Mr. Bollyky will talk about this pandemic\, its spread\, overall impact\, and future implications for the U.S. and the world. \n \nThomas J. Bollyky is director of the Global Health program and senior fellow for global health\, economics\, and development at the Council on Foreign Relations (CFR). He is also an adjunct professor of law at Georgetown University. Mr. Bollyky is the author of the book Plagues and the Paradox of Progress: Why the World Is Getting Healthier in Worrisome Ways. The book has been featured on PBS Newshour\, BBC World\, CNN\, and NPR. Bill Gates has listed the book on the top of his reading list and Michael Bloomberg provided the cover endorsement: “Bollyky’s book can help to save many lives.” He is the founder and managing editor of Think Global Health\, an online magazine that examines the ways health shapes economies\, societies\, and everyday lives around the world. He also directed the first CFR-sponsored Independent Task Force devoted to global health\, The Emerging Global Health Crisis: Noncommunicable Diseases in Low and Middle-Income Countries. \nMr. Bollyky has testified multiple times before the U.S. Senate\, and his work has appeared in publications including The Atlantic\, Foreign Affairs\, and the New York Times. He has served as a consultant to the Bill and Melinda Gates Foundation and as a temporary legal advisor to the World Health Organization. In 2013\, the World Economic Forum named Mr. Bollyky as one of its global leaders under forty. DESCRIPTION:In October 2020\, the world will mark the 20th anniversary of the landmark Security Council Resolution 1325 on Women\, Peace and Security\, which addressed the importance of women’s political participation for sustainable peace\, among other issues. \nThis anniversary comes as the coronavirus pandemic continues to upend lives around the globe. For women\, these affects are especially acute. In countries both industrialized and developed\, women are facing multiple threats – physical\, emotional\, sexual\, and psychological – and even worse in situations of conflict and humanitarian crises; and job loss and economic instability. Complicating matters is the fact that women often have little to no advocates when it comes to making crucial decisions that affect their lives − women make up only 10 percent of national leaders. \nWhat is the situation for women globally? And how has it impacted women’s political leadership? He is the founder and Faculty Chair of the Future of Diplomacy Project and Faculty Chair of the Project on Europe and the Transatlantic Relationship. He serves on the Board of Directors of the Kennedy School’s Belfer Center for Science and International Affairs\, is a Faculty Affiliate of the Middle East Initiative\, and is a Faculty Associate at Harvard’s Weatherhead Center for International Affairs. \n \nProfessor Burns served in the United States government for twenty-seven years.  As a career Foreign Service Officer\, he was Under Secretary of State for Political Affairs from 2005 to 2008; the State Department’s third-ranking official when he led negotiations on the U.S.–India Civil Nuclear Agreement; a long-term military assistance agreement with Israel; and was the lead U.S. negotiator on Iran’s nuclear program. Susan Thornton is a retired senior U.S. diplomat with almost 30 years of experience with the U.S. State Department in Eurasia and East Asia. She is currently a senior fellow and research scholar at the Paul Tsai China Center at Yale University Law School; director of the Forum on Asia-Pacific Security at the National Committee on American Foreign Policy; and a nonresident senior fellow at the Brookings Institution. \n \n  \nUntil July 2018\, Thornton was acting assistant secretary for East Asian and Pacific Affairs at the Department of State and led East Asia policymaking amid crises with North Korea\, escalating trade tensions with China\, and the changing international environment. In previous State Department roles\, she worked on U.S. policy toward China\, Korea\, and the former Soviet Union and served in leadership positions at U.S. embassies in Central Asia\, Russia\, the Caucasus\, and China. \nThornton received her master’s in international relations from Johns Hopkins School of Advanced International Studies and her bachelor’s from Bowdoin College in economics and Russian. Despite this positive indication\, the World Bank and International Monetary Foundation warn of setbacks and major consequences in 2021 and beyond. With all of this in mind\, it is likely that the overall ascent and recovery back to pre-pandemic economic activity will be a long one. What might the new year bring for the global economy? How will the world rebound post-COVID-19? \nJoin us for our first Foreign Policy Forum of 2021 with Nicolas Véron\, a senior fellow at the Peterson Institute for International Economics. Véron is also a senior fellow at Bruegel\, a Brussels-based economic policy think tank he helped co-found in 2002. He is also host of the Peterson Institute’s Financial Statements virtual event series. SUMMARY:Happy Dog Takes on the World: Coups and the Fragility of Democracy
DESCRIPTION:On January 6\, 2021\, supporters of President Trump violently stormed the Capitol after attending a rally on the National Mall where Trump defended his belief that the election had been “stolen” from him. Five people died. Many saw it as inevitable\, a cumulation of four years of President Trump and his administration testing the invisible boundaries of American democracy. Others called it a failed coup attempt. Regardless\, the violence shocked the world\, with many global leaders publicly expressing their anger and sadness while maintaining their belief in the strength of American democratic institutions. \nBut coups are not uncommon worldwide. According to the Pew Research Center\, more than 75 countries (including a few that no longer exist – Czechoslovakia\, North and South Yemen\, and South Vietnam) have experienced at least one successful coup since World War II. Overall\, while military and self-coups are on the decline\, they still occur in the modern era: in 2013\, Egyptian General Abdel Fattah el-Sisi stormed the presidential palace riding his tank\, toppling the first democratically civilian-elected President\, Mohammed Morsi. In 2017\, Zimbabwean President Robert Mugabe was removed as president and party leader of ZANU-PF. \nIn the United States\, Americans have struggled to define and comprehend what happened. Was it a riot? An uprising? A coup? And\, perhaps more importantly\, could it happen again? SUMMARY:The United States and Iran: What Will the Next Four Years Hold?
DESCRIPTION:The 2020-2021 Foreign Policy Forum Series is presented by Hitachi Healthcare Americas. \nMultiple issues surround the U.S.-Iran relationship and now face the Biden Administration. A primary policy consideration  is Iran’s nuclear program and the possibility of restoring the 2015 nuclear agreement. How can the Biden Administration work to prevent a Iranian nuclear weapons program and increase security in the Middle East through relations with Iran? How will the Biden Administration choose to engage with Iranian counterparts? Outside of bilateral and nuclear issues\, multilateral diplomacy will likely be a central focus for how the United States will engage with Iran and others in the Middle East. What might U.S. multilateral diplomacy look like in a region filled with challenging actors? \nOn February 23\, the Cleveland Council on World Affairs will host Paul Pillar and Kelsey Davenport for a dynamic conversation about the challenges facing the Biden Administration’s policy towards Iran and the Middle East. \nPaul Pillar is a Nonresident Senior Fellow of the Center for Security Studies in the Edmund A. Walsh School of Foreign Service at Georgetown University and a Fellow of the Quincy Institute for Responsible Statecraft. He had a 28 year career in the U.S. intelligence community and most recently served as National Intelligence Officer for the Near East and South Asia. Earlier he served in analytical and managerial positions\, including as chief of analytic units at the CIA covering portions of the Near East\, the Persian Gulf\, and South Asia. \nKelsey Davenport is the Director for Nonproliferation Policy at the Arms Control Association\, where she focuses on the nuclear and missile programs in Iran\, North Korea\, India\, and Pakistan. She also reports on developments in these areas for Arms Control Today and runs the Arms Control Association’s project assessing the effectiveness of multilateral voluntary initiatives that contribute to nonproliferation efforts. SUMMARY:Happy Dog Takes on the World: Russia\, Putin\, and the Pro-Democracy Movement
DESCRIPTION:Alexei Navalny\, an anti-corruption investigator and Russian President Vladimir V. Putin’s most prominent critic\, is determined to challenge the authoritarian leader and change Russia’s political system. He was arrested on January 17 upon returning from Germany\, where he spent five months recovering from a nerve-agent poisoning that he blames on the Kremlin. Putin has denied being involved. Navalny is currently jailed for violating the terms of a 2014 conviction\, a conviction Navalny maintains is politically motivated. \nNavalny’s arrest and jailing has prompted the biggest dissent the Russian government has faced in years\, and the peaceful protests that have occurred across Russia have been met with heavy police presence and thousands of civilian arrests. The situation has also heightened tensions between Russia and the European Union (EU) − Moscow expelled three European diplomats for allegedly attending demonstrations in support of Navalny and EU officials are considering proposed sanctions in response to Russia’s refusal to engage on human rights. \nJust how strong is Navalny’s opposition movement? How will the Kremlin respond to the most significant rebuke of its power? SUMMARY:Why Is It So Hard To Talk About Climate Change?
DESCRIPTION:The 2020-2021 Foreign Policy Forum Series is presented by Hitachi Healthcare Americas. \nOur community partners for this forum are The Great Lakes Energy Institute at Case Western Reserve University and CWRU Center for International Affairs. \nClimate change is one area where politics\, economics\, and science come together to create an all-encompassing challenge that must be met by leaders worldwide. Unfortunately\, it is clear that the causes\, effects\, and policies needed to counter climate change are a point of contention\, as everything regarding climate change has become politically divisive. Global issues require global responses and there is no agreement on whether or how the international community can coordinate approaches to the many challenges involving energy\, environment\, and fiscal responsibilities. Molly Williamson\, a retired Foreign Service Officer and current scholar with the Middle East Institute\, will explore key factors confounding policy makers and political leaders\, both foreign and domestic. \nMolly Williamson is a retired Foreign Service Officer\, who served six different presidents\, and achieved the rank of Career Minister. Williamson speaks extensively on energy\, economic and demographic factors affecting foreign policy formulation\, US-Middle East relations\, especially regional unrest\, the Israel-Palestine conflict\, Iran and nuclear challenges\, and the interagency process. \nShe is a scholar with the Middle East Institute and the National Council on US-Arab Relations\, a consultant\, and frequent guest lecturer at Johns Hopkins University\, the Defense Institute of Security Cooperation\, and the National Joint Staff College. Williamson has had a unique combination of policy positions in four Cabinet departments in the U.S. government as well as numerous diplomatic assignments in and about the Middle East. DESCRIPTION:In America and other Western democracies\, older industrial communities are in a painful process of economic transition. These geographic regions were once economic powerhouses\, but have experienced a decline in manufacturing\, and a subsequent decline in local economies\, property taxes\, education\, and other community assets. Research has shown that when election season rolls around\, residents of these geographic regions are also increasingly likely to latch onto populist candidates like Donald Trump or Marine Le Pen. \nNeopopulism thrives in rust belt communities across the globe – communities where residents are responsive to the messages of nationalism\, nativism\, retreat from the international community\, and nostalgia for days gone by offered up by right-wing populists. Yet\, evidence also suggests that when these communities have economic hope\, the appeal of populism wanes. In the process\, they worked to make women’s equality a reality. These female fighters were intent on defeating the Islamic State and on changing women’s lives in the Middle East and beyond.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWomen’s contributions to matters of war and peace\, foreign policy\, national security\, and even combat on battlefields have often been overlooked. With each passing year\, there is a growing recognition of these contributions\, as women leaders shape policy around the world. In recent conflicts and wars\, women activists have bravely led protests to call for change or end violence. A few have joined peace negotiation processes. Women have also taken to the battlefield to protect their families\, nations\, and cultures. Join us as we take a look at the changing norms around women on the battlefield and their role in foreign policy.Ms. Tzemach Lemmon’s previous book\, Ashley’s War\, tells the story of another group of female fighters hoping to change the narrative about women and war: American soldiers who served as part of U.S. special operations.
