SUMMARY:Happy Dog Takes on the World: The Conflict Over Kashmir
DESCRIPTION:Earlier this month\, the Indian government moved to revoke special status of Indian-controlled Kashmir\, a long-contested region abutting Pakistan and China that constituted India’s only Muslim-majority state. Since that decision\, Kashmir remains virtually cut off from the rest of the world\, in lock down with a strong military presence and no access to phones\, television\, or the internet. \nThe Indian government\, despite facing global criticism for its decision\, maintains the change was necessary to tackle terrorism\, corruption\, and separatism and spur economic development. \nWhat does this decision mean for Kashmiris as well as the future of Indian democracy? Could the dispute lead to war? What is the United States’ role in managing and resolving this conflict?

SUMMARY:The U.S.-South Korea Alliance: Addressing North Korea and a Changing World
DESCRIPTION:Ambassador Kathleen Stephens\, former U.S. Ambassador to the Republic of Korea\, is currently the President and CEO of the Korea Economic Institute of America. Ambassador Stephens will start our Foreign Policy Forum season with a discussion of the dynamic alliance between the United States and South Korea confronted with new and evolving challenges. Crucially\, the alliance is now tasked with maintaining military preparedness against North Korea while simultaneously pursuing diplomacy with North Korean leader Kim Jong-un. This\, however\, comes amid rising competition between the U.S. and China\, South Korea’s largest trading partner and a key player in resolving the North Korea issue\, as well as a more critical view from the White House on the role of allies. Though the path forward for the alliance is not yet clear\, close coordination on a range of issues will be needed to advance the shared goals of both countries. How will the United States and South Korea continue to shape their alliance while facing these new challenges? \nAmbassador Stephens retired from the Foreign Service in 2015 and assumed leadership of KEI as President and CEO in September of 2018. Ambassador Stephens was a career diplomat in the U.S. Foreign Service from 1978 to 2015. She was U.S. Ambassador to the Republic of Korea (2008-2011) and was the first woman and first Korean speaker to serve in that position. Korea has been significant throughout Ambassador Stephens’ life\, as she served in Korea as a Peace Corps volunteer and trainer from 1975 to 1977. Other Foreign Service assignments included postings to Portugal\, former Yugoslavia\, China\, Northern Ireland\, and India. In addition\, Ambassador Stephens served in a number of policy positions in Washington including acting Under Secretary of State for Public Diplomacy and Public Affairs (2012)\, Principal Deputy Assistant Secretary of State for East Asian and Pacific Affairs (2005-2007)\, Deputy Assistant Secretary of State for European and Eurasian Affairs (2003-2005)\, and National Security Council Director for European Affairs at the Clinton White House. \nSchedule: \n5:30 PM Reception \n6:00 PM Program begins \n6:45 PM Q&A \n7:15 PM Program concludes \nAdmission: Non-Members $25; Members $15; Students $5 \nLocation: The Union Club\, Wedgwood Room. 1211 Euclid Ave\, Cleveland\, Ohio 44115. \nRegistration: \nOnline registration for this event has closed. If you have any questions or would still like to attend\, please call Andrea at 216-282-1041.\nParking:  \nParking at the Union Club is $12 (cash only) for valet service. Additional parking options include other lots in the downtown area and street parking\, if parking restrictions are not in place. Car services\, such as Uber and Lyft\, are always an option. CCWA also encourages walking\, biking\, or public transportation\, including the RTA. \n

SUMMARY:Turkey\, a U.S. Ally Adrift: Is a Reversal Possible?
DESCRIPTION:Cleveland Committee on Foreign Relations events are for CCFR members only. \nIn recent years\, Turkey has drifted away from its traditional Western allies and problems have developed in U.S.-Turkey relations\, as Turkish leadership has become increasingly anti-Western. Dr. Kirişci\, senior fellow at Brookings\, will join us to answer these key questions and more. \nDr. Kemal Kirişci is the TÜSİAD senior fellow and director of the Center on the United States and Europe’s Turkey Project at Brookings. Kirişci is an expert on Turkish foreign policy and he runs the Turkey Project Policy Paper series at Brookings\, which focuses on the latest developments within Turkey. \nDr. Kirişci’s most recent book\, “Turkey and the West: Faultlines in a Troubled Alliance\,” will be available for purchase at a discounted rate at the event.  \nLocation: The Union Club\, Main Dining Room. \nFor more information about CCFR membership options and to join\, click here to visit our CCFR page. \nRegistration:  \nOnline registration for this event has closed. SUMMARY:Happy Dog Takes on the World: The Battle over Brexit and the Future of Europe
DESCRIPTION:European observers are currently focused on the United Kingdom as British Prime Minister Boris Johnson has committed to leading Britain out of the European Union (EU) on October 31 “with or without a deal.” However\, the great uncertainty surrounding British decisions is only one of many challenges confronting the six-decade-long European cooperation project. \nIn addition to “Brexit\,” the EU faces an unpredictable post-Merkel Germany\, ongoing popular opposition to President Macron in France\, Italian political turmoil over coalition-building\, an unsettled separatist challenge in Spain by Catalonia\, democratic backsliding and the rise of authoritarian figures in several European countries\, a revisionist Russia\, unresolved conflicts over immigration\, and widespread economic malaise across much of the continent. \nAre these and other challenges necessarily undermining the centralizing\, institution-building project of the EU? How will Brexit and these developments affect the Brussels project\, EU member states and the world? \nSpeaker:  \nElliot Posner\, Ph.D. \nProfessor and Acting Chair\, Department of Political Science\, Case Western Reserve University \nModerator:  \nMark K. Cassell\, Ph.D. \nProfessor of Political Science\, Kent State University

SUMMARY:Back to (Merely) Bad: The Future of U.S. Policy Towards Iran
DESCRIPTION:The 2019-2020 Foreign Policy Forum series is presented by Hitachi Healthcare Americas. \nOver the last few months\, the imposition of sanctions\, maritime and drone incidents\, and escalating rhetoric between the United States and the Islamic Republic of Iran have led onlookers to fear a possible conflict in the Middle East. Beyond these recent events\, the U.S.-Iran relationship is a complicated one with a vast history that merits deeper understanding. The Iran nuclear deal (Joint Comprehensive Plan Of Action) also warrants attention when considering the future of relations between the U.S. and Iran\, as well as Iran and other Western nations. Lastly\, the use\, and misuse\, of sanctions against the Islamic Republic of Iran adds a level of complication to the already fragile relationship. Join us on October 30 as Jarrett Blanc\, Senior Fellow at the Carnegie Endowment\, addresses these issues and options to break the negative cycle between the United States and Iran. What options are there for de-escalation of the current crisis? What would a return to diplomacy look like? How do all of these factors effect U.S. national security priorities? \nJarrett Blanc is a senior fellow in the Geoeconomics and Strategy Program at the Carnegie Endowment for International Peace. Prior to joining Carnegie\, he was the deputy lead coordinator and State Department coordinator for Iran nuclear implementation at the U.S. Department of State under President Obama. In this role\, he was responsible for the full and effective implementation of the Joint Comprehensive Plan of Action (JCPOA) for Iran’s nuclear program. This included United States and Iranian commitments to sanctions. \nSchedule: \n5:30 PM Reception \n6:00 PM Program begins \n6:45 PM Q&A \n7:15 PM Program concludes \nAdmission: Non-Members $25; Members $15; Students $5 \nLocation: The Union Club\, Wedgwood Room. 1211 Euclid Ave\, Cleveland\, Ohio 44115. \nRegistration: This event is SOLD OUT.  \nParking: \nParking at the Union Club is $10 (cash only) for valet service. What is the future of this kind of advocacy and what are its limits? \nPanelists include:  \nAngelin Chang\, DMA\, JD\nPiano; Coordinator of Keyboard Studies; Coordinator of Chamber Music\, Cleveland State University \nChris Jenkins\, MIA\nAssociate Dean for Academic Support; Liaison to the Office of Equity\, Diversity\, and Inclusion; and Deputy Title IX Coordinator\, Oberlin Coordinator

SUMMARY:Happy Dog Takes on the World: How We Fight and Why it Matters\, Ethics in Foreign Military Operations Today
DESCRIPTION:Military ethics has primarily grabbed the public’s attention thanks to Hollywood. Through movies such as the Caine Mutiny\, Platoon\, and A Few Good Men\, audiences have shared in the dilemmas of men and women in uniform as they struggle to discern what is right and wrong\, and then try to do the right thing. Through television\, and now through social media\, increasingly the real-world rights and wrongs of our military are brought into our living rooms or onto our phones with ever increasing speed. \nForeign military interventions of the past two decades in Afghanistan and Iraq —including scandals such as prisoner abuse at Abu Ghraib — have shaped current ethics in the U.S. military. How the U.S. military conducts itself when deployed overseas is impacted by the kinds of missions that it is increasingly asked to carry out — not just warfare but also elements of more complex nation-building exercises — and by nature of the evolving threats it faces\, suchhappy as non-state actors and the asymmetrical tactics that they employ\, including in new theaters such as cyberspace. \nHow have military ethics evolved in the first two decades of the 21st century? How different are military ethics today and how does the current U.S. military enforce its ethical norms? How does U.S. military ethics\, or its failures\, impact foreign perceptions of U.S. policy and affect international outcomes? Why does it matter and what are the American public’s views on these issues? \nPanelists include:  \nGrant Goodrich\nExecutive Director\, Great Lakes Energy Institute; Iraq war veteran and U.S. Naval Academy Alumnus \nJames C. Johnson\nDirector\, Henry T. King\, Jr. War Crimes Research Office\, Case Western Reserve University School of Law \nLisa N. Lindsay\nCoordinator\, Inamori Center for Ethics and Excellence\, Case Western Reserve University

SUMMARY:Taiwan and the U.S.:What Does the Future Hold?
DESCRIPTION:Cleveland Committee on Foreign Relations events are for CCFR members only. \nOn January 11\, citizens will go to the polls in Taiwan to vote in one of the most consequential presidential elections in Taiwan’s history. The biggest difference between the two major candidates – in fact\, the biggest election issue in general – is their China policy. While the incumbent candidate\, Tsai Ing-wen\, has increasingly spoken about the dangers that China poses to Taiwan\, her opponent\, Han Kuo-yu\, favors closer ties to China. In the meantime\, multiple reports have shown that China’s disinformation campaign to influence the election in Taiwan is in full force. Taiwan is considered a U.S.-ally\, and the U.S. and Taiwan have long had a strong unofficial relationship. The election in Taiwan certainly has domestic and regional implications\, but it will also have an impact on the U.S.-Taiwan relationship and the future of the complicated U.S.-Taiwan-China relationship. \nAmbassador Stephen Young served as a U.S. diplomat for over 33 years\, with assignments in Washington\, Taipei\, Moscow\, Beijing\, Kyrgyzstan and Hong Kong. Ambassador Young was U.S. Ambassador to Kyrgyzstan from 2003-2005 and Consul General to Hong Kong under the Obama Administration. Ambassador Young also served as Director of the Taipei Office of the American Institute in Taiwan. \nLocation: The Union Club\, Wedgwood Room. \nFor more information about CCFR membership options and to join\, click here to visit our CCFR page. \nCleveland Committee on Foreign Relations events are for CCFR members only. \nOnline registration for this event has closed.

SUMMARY:Trade\, Politics\, and the Global Economic Outlook in 2020
DESCRIPTION:The 2019-2020 Foreign Policy Forum series is presented by Hitachi Healthcare Americas. \nGlobal growth slowed considerably over the last three quarters of 2018 and into 2019\, and rising trade and global tensions have increased uncertainty in both the global trading system and in international cooperation in general. Join us in January as we host Marcus Noland (PhD) for a broad discussion of global economic trends and the international financial outlook for 2020. How will governments react to global economic challenges in the new year? What policy shifts can be made within the U.S.\, and internationally\, to account for low growth trends? \nMarcus Noland is the Executive Vice President and Director of Studies of the Peterson Institute for International Economics. He has been with the Peterson Institute since 1985 and served as the Deputy Director from 2009-2012. Noland’s research focuses on the intersection of economics\, political science\, and international relations\, and he has specific knowledge and interest in Asia\, Africa\, and the Middle East. Noland has authored over a dozen books and has written many scholarly articles on U.S. trade policy\, the diverse economies of the Asia-Pacific region\, and international economics. \nSchedule: \n5:30 PM Reception \n6:00 PM Program begins \n6:45 PM Q&A \n7:15 PM Program concludes \nAdmission: Non-Members $25; Members $15; Students $5 \nLocation: The Union Club\, Wedgwood Room. 1211 Euclid Ave\, Cleveland\, Ohio 44115. \nRegistration for this event has closed. \nParking: \nParking at the Union Club is $10 (cash only) for valet service. SUMMARY:Happy Dog Takes on the World: What's Next for the U.S. and Iran?
DESCRIPTION:On January 3\, 2020\, the United States carried out a drone strike near Baghdad International Airport in Iraq which resulted in the death of nine people\, including Maj. Gen. Qassem Soleimani\, a powerful security and intelligence commander and longtime leader of Iran’s Revolutionary Guards’ Quds Force. \nOn January\, 8\, 2020\, Iran retaliated by firing missiles at two American bases in Iraq. While no Iraqi\, American\, or coalition causalities were reported\, recent reports indicate several American troops were treated for concussion symptoms from the blast. Hours after the missile strike\, Iranian forces\, bracing for a U.S. counterattack that never came\, accidentally shot down an Ukraine International Airlines jetliner\, killing all 176 people aboard shortly after take-off. \nIranians\, initially swept up in a wave of nationalism and unity after the death of Soleimani\, are now protesting in the streets over their government’s handling of the downed jetliner and the threat of more hardships caused by pending U.S. sanctions. \nHow did we get here? Will Iran strike again to take revenge for the death of Soleimani? What are the options\, for Iran\, the United States and their allies\, moving forward? \nPanelists:  \nMilena Sterio\, J.D.\nProfessor of Law & Associate Dean for Academic Enrichment\, Cleveland-Marshall College of Law\nNeda A.
